Why did they pick Braviary as the ride Pokemon? He seems so out of place.

All the other ride Pokemon are Gen 2 Pokemon besides Basculegion, whose heavily Japanese inspired design lets him fit in with the others. Braviary is just America Bird in a carnivale mask. Wouldn't Murkrow, Noctowl, or Xatu have been a better choice?
