SwSh was their first Switch game. Ishihara didn't have faith in the console, and Masuda was already simplifying the series to appeal to mobile gamers. Basically they were completely out of touch. Legends is either course correction.

Stop with the revisionism. Gen 7 wasn't good, nor was Gen 6 or 5. Gen 8's only saving grace is PLA, and it's still not enough to save it from being bottom of the barrel shit tier. Gen 9 has the potential to be the best game since HGSS.
