A misconception is that 団 has an intended English translation, that Game Freak wants things to be a certain way in English. This is not true. They think in Japanese. The trademarked Japanese name for Ekans in the Latin alphabet is Arbo. It lacks the pun in English. It's アーボ (ābo), which is ボーア (boa) backwards. The Arbok pun is actually really impressive because they had to imagine what it looked like in English backwards there and it follows perfectly from Arbo.
Anyway, 団 dan isn't just gang, it's a fairly common word used to refer to groups, organizations, teams, associations, collections of people working together.
