In the decades before America forced the end of Japan's isolation the policy was already becoming more lax and western knowledge was being widely distributed.
Japan wholly embraced westernization once Meiji came into power and was able to do so thanks to that foundation of knowledge both of science and political philosophy, going from feudal society to a modern industrial power in the span of 50 years would have been impossible otherwise.
