Sure your agile style Ice Shard probably doesn't do much even on a neutral hit but it's still an extra attack versus not getting one at all. A Mamoswine that does Ice Shard into Icicle Crash is still just objectively stronger than what that only does Icicle Crash.

If these mechanics were being used in competitive battles pokemon like Ninjask would rise to the top because 160 speed and 90 attack is just infinitely better than the other way around when you consider the fact that you can use that speed to get off a literally free Swords Dance and surpass the attack of the 160 base mon anyways. Speed is already the best and most powercreeped stat in the game but at least slower Pokemon can be viable thanks to priority moves or the bulk to live a hit or strong utility moves. In a Legends meta though speed would be literally the only thing that matters because absolutely nothing in the game can beat having a free turn.
