Firstly as they wouldn't be thrown together so soon (SS's was only revealed in January, after two months dev time and a further 6 till IoA's release with CT following 5 months later), if it was a "big" DLC, it'd only be getting revealed April, not released like Khu's indicating.
Understand? Big um Game Freak computer wizards need um longer time for um bigger content patches, just like they um needed um year to get um rehashes made for consoom.
Meanwhile, the next new Gen, which started production before SS got released, as they start every new Gen project shortly before release of the latest Gen to be revealed, will be just about done, as they meat and bones of the coding work was done alongside Legends.
