What the hell Gamefreak had in mind when distributing the stats of that thing?

I know surely for trickroom but even for the time there were much better users of trickroom

Ya know what's even stupider? Rampy's ridiculous Gen 1-tier special movepool(FlameBoltBeam, Earth Power, Dragon Pulse even FUCKING Focus Blast) that it can't ever hope to use with it's worthless 65 SpAtk, it's third highest stat behind it's 94 HP.
I can't fathom why they made such a cool mon and gave it so many great tools only to utterly cripple it like they did.
