If they have steam, photos and can travel to colonize, they should be around 1890 or 1900 in the meiji era, if Cyrus is 27 is game set 2007, he was born around the 80's, so Volo would still be in the family records if Cyrus ever investigate his family story

Based on how technology and clothes are present in Hisui, i would say its probably either the Meiji era or slightly before that... i mean japan still has samurai until the late 1800s until they were banned, one of the things that makes japanese history facinating its how quickly japan began to modernize between the meiji period to WW2 (in the same way the US still had cowboys). So i would argue Hisui its potentially based on that time period

Hisui is set during the Meiji era (the late 1800s), less than 200 years ago. From a Western perspective, this is after the Industrial Revolution. Go play Pokemon Conquest if you're looking for castles and daimyo.

As far as I can tell there is nothing in the main games that tells the player what year they take place in. All we can really assume is that besides PLA the mainline games happen sometime after July 20th 1969.

Galaxy team are explorers from Galar, they have steam and electricity and photography, and the idea of expedition teams researching not-Hokkaido is based on the meiji government’s expeditions into Hokkaido to properly chart and map it for the first time starting around 1880.

It's unironically around 1925. In the game it's stated that pokeballs are only a recent invention, and the pokeball canonically according to some meme book from the 1990's says that pokeballs were invented in 1925. So Legends takes place somewhere around 1925-1930, I'd imagine.
