There objectively are pokemon you can find that are a fair bit smaller than average sized pokemon, the OP pic is literally proof, look at the size of the Gardevoir. The game has 256 possible sizes for every pokemon with the 256th one apparently being a special set size for alpha pokemon. Tiny just means rolling the lowest possible numbers in this case.
