gameplay (+controls AND +replay value) > art style > music > story (+characters) > graphics
Controls are integral to gameplay and replay value is already there if the gameplay is fun enough.
art style is above music because even the best music gets tiring to a point that you want to mute it and listen to something else after hundreds of hours, unless its a rhythm game. you cant "mute" the art style.
Characters are a part of the story, it should all just fall under writing and setting. If by "characters" you mean the way they look, thats art style. also, who the fuck needs a story for a game to be fun? you didnt play mario for the story. or pacman. or modern popular games like terraria and the binding of isaac.
Accessibility doesnt even deserve to be on this list, games should just come with options they need (IE colorblind modes)
But yes, graphics are technically on the bottom. That being said, if a game is going for an art style that needs higher end graphics to support it, then obviously graphics need to be pushed more.
