There is nothing about high intelligence that would inherently drive something to wanna be like humans or live amongst us. Humans are highly intelligent but that's not WHY we live as we do, we live as we do because in order to accomplish stuff we NEED each other. We're limited by our crappy abilities as individuals, our intelligence makes up for that by allowing our species to take advantage of high level social skills in order to reach greater heights as a society. We NEED society in order to function as sophisticated beings who don't need to worry about stuff like basic survival.
Alakazam, and most pokemon, and hell, even many animals, aren't limited as we are, so they don't need to form sophisticated societies. An alakazam has 0 reason to ever want to live amongst humans, that would be a burden, it lives a life of equal comfortability all on it's own with it's extreme intelligence and psychic powers. It doesn't need to waste time building a toilet when there's 0 reason not to just shit in a bush, it doesn't need to waste time building a house when there's no reason why it would need the protection of a house. You see what I mean?
