I call bullshit on both, it’s purely laziness to not include half the dex, and greed to add it in future DLC.
BW for example only had new Pokémon until the post game, I loved that as it felt fresh for the first since RB.
But then after the elite 4 I was happy to be able to catch old Pokémon and transfer my bros up from Gen 4.
That’s how you do “something new” without shitting on your fans, people might not love it but atleast they can still use their Pokémon.
