they're literal gods, you don't expect a god to ever have been a child
pre-evolutions mean they can breed, meaning that not only they're less 'rare', but there was some argument to be made about balancing issues and not wanting players to have teams full of mewtwos, though obviously this argument is now completely down the fucking drain seeing as you can very much get a legendary by exchanging it to one of the many hacked ones at the price of some silly shiny or whatever

there's multiple of them in the world already, we know of that and I really don't see a problem with all of them to have breeding and pre-evolutions, though of course pulling the 'legendary' card to OP's point is comparing apples to oranges, legendaries are legendaries, spinda is spinda
though I agree to the balancing and diversity point, in general, because you want some mons to be strong early and shit late and yadda yadda, but that's not an 'all good' way to go about things, if I'm growing attached to my tropius, why the fuck should I let him go simply because he was never meant to be strong?

or I guess the real issue is that there's two types of people that play these games, the autists that only care about efficiency and numbers and don't care about which mon they use, and the people wanting some form of immersion in the world they're playing and want their silly looking monster to be strong by giving him lots of love and candies
