I think those examples are moreso that they are anthropomorphic, and designed to look female.
There are animals which could arguably be viewed as more feminine or masculine so i dont think thats the issue.
I do prefer the designs which are more nuetral, but pokemon dont need to follow our gender norms

I'm not implying that dimorphism doesn't exist, but the human "ideas" of sexual dimorphism doesn't apply to animals. For example most male of bird species that exhibit dimorphism look "feminine" in the human sense of the word.
That said I'll admit the humanoids pokémon like Machamp and Gardevoir look weird to me when they are female and male, respectively. But to things like Sylveon, Espeon, Furfrou and Primarina I don't really mind the way they look.
