Also, you COMPLETELY IGNORE that Ice Type attacks do not merely throw ice/snow at you, their attacks freeze their surroundings when they use them. All Ice attacks have "coldness energy" or whatever that lowers temperature and freezes things, so even in your terrible scenario, that's STILL WRONG because if an Ice Type uses their attacks Ice attack on the surface of water it would fucking freeze the water, thus removing water and replacing it with ice

It would be far more accurate of the genuine situation to present a scenario in which a bucket of water (even cold water) is being thrown onto a snowman/ice sculpture. The ONLY and I mean ONLY intelligent point you can make in favor of Ice resisting Water is what I said a few paragraphs ago: Ice Types also literally freeze things. But think about that shit. When they use MOVES offensively, that freezes things instantly on contact. But when not using moves, Ice Types just sort of passively radiate coldness in the surrounding environment. So if you placed a glass of water next to them, it might freeze in a half hour or something. I'm sorry but that sort of thing WILL NOT freeze even a fucking Water Gun from a Squirtle before it hits the Ice Type.
