not fast or even that bulky. only good stats are hp and attack, it'll definitely hit hard adaptability.

the female form might be used more since the special attack pool is just generally better for it with stab adaptability shadowball, especially since the male doesn't have any reliable physical ghost moves whatsoever.

even then phantom force is just not that good of a move. there isn't any other physical ghost move it could reliably get unless it gets a new one which we've yet to see. if this thing was anywhere in competitive it would only ever use special moves.

likely wont see any usage similar to scizor but i believe it has its uses. with sheer force sets it'll hit very, very hard, and if home integration is added for future games you could transfer a scyther that learns tailwind making this thing fast. i think it'll have its uses somewhere.

Kleavor ironically might have some use (Sheer Force boosted stab Rock Slide is scary) but Hisuian Arcanine is just normal arcanine but with worse typing.

Bit too slow, and lacks a good physical Ghost type move right now. If it gets Poltergeist once transferred, it could be a pretty scary wallbreaker.
Also, Final Gambit shenanigans from a mon that actually has the HP to make it count.

Hustle will straight up not be a viable set in OU. UU it can get away with it because that's where fringe sets can actually prosper relatively well, but once you're hitting OU, and I don't mean elo hell of OU, you need something a lot more reliable to work with.

I think it's gonna be pretty good, adaptability makes it hit pretty fucking hard, even more if it's on rain, I think both forms will be used but who will be used more will depend of Bank's movepool.

the new moves aren't staying in, unless you think moves like shadow force and hidden power and judgement and stealth rock and double hit are all going to stay the way they are in LA rather than in the rest of the franchise
