98% of what Dark Type IS or what it means to be one is "uses underhanded tactics in a fight". That's it's core identity and it's rather consistent. If Luxray has no underhanded slant to it, it has no real business being one even tho again it certainly looks like one and a mere single pokedex entry stating it is has a slightly dark personality in some way is literally all it would take
As is, Luxray is more of a symbol of light than darkness. It sees things with x-rays, the word lynx is literally etymologically related to the word light.
