How would you improve upon Golduck besides just giving it Psychic typing, possibly an evo, stat buffs, new moves, ect

there's genuinely no need to improve Golduck, in the same way that there's no need to improve Arcanine
they're the base for how good Pokémon should be
so well regional form is the way to make it "better" I guess?

Arcanine has a good ability, good stats, and a great movepool
Golduck has been terrible since it’s debut, largely do to this terrible distribution

Psychic typing would be fine, as a Swift Swimmer its stats are just flat out worse than Kingdra, so it just needs something to make it unique. I remember Golduck in VGC17 was actually good since it didn't have to compete with Ludicolo and Kingdra. If I had to buff its stats I'd probably keep it simple with +10 speed and special attack.
