Charizard has a potbelly while having thin arms, a long thin neck and the face of a disabled dog, plus there's not much going on with its design. The only cool part is dragon wings + flame tail. Rest of it does not look cool.
Look at how hard they had to try with mega charizard X just to salvage it as a "cool" design.

I think this design philosophy is for better AND for worse are times. When it works you get stuff like Greninja: a badass Dark type ninja that's also a silly ass frog using it's tongue for a scarf. But they've also fucked up and tarnished otherwise good designs by focusing on making them too quirky or getting to hung up on a theme.

Charizard literally is the best example of this. Look at its silly round ass belly that gives the design a more approachable look to it. Compare it with the forgettable ass Charizard Y which forgoes this for your average deviant art "sleek dragon".

This is a good design philosophy, just making a Pokémon look as cool as possible or as cute as possible would look generic. Any good design needs a few quirks that stand out too give it personality.

If this design philosophy worked and was executed so well, why are the best designs in the series Gen 1 and 2 ones still? As >>49620549 said, though I'm certain it's mostly been used for the worst overall (see beta Abomasnow and final Abomasnow).

He did but he certainly wasn't thinking about these types of design philosophies or making things marketable back then. The corporate list and rules of what could and couldn't be a Pokemon, and how Pokemon are designed weren't there back then, or at least not as rigid.

Oh no, it's head and eyes are smaller, I hate it nowt. To be honest, had he not pointed it out, I would have never noticed that Luxray's head is 'too big'. At most I thought it's ears were too round for what was meant to be a cat.

Abomasnow is my favorite gen4 mon and the beta version feels really off to me. I can kinda see why people prefer it but it doesn't even quite register as a Pokemon to me for some reason.

Doesn’t that kind of prove the OP point, Charizard got not 1, not 2, but 3 special snowflake forms that basically erase all the “flaws” it had on top of being busted in PvP. Even its shiny was changed to specifically make it cooler. Meanwhile other Pokémon are actively sabatoged.
