India because Professor Laventon from PLA says he comes from a region where Copperajah lives. Most people assume Laventon is from Galar despite him never mentioning Galar by name, but Copperajah's Pokédex entry states it isn't originally from Galar, and it is clearly based off an Indian elephant.

Being realistic, Gamefreak won't choose a nation with too many overt political implications, especially towards Japan; places like China or India will probably never be adapted. The region will probably be based on a country that's relatively a household name. Also, they'll probably tend towards a region bordering a large body of water. Finally, based on their recent games, they'd want a region that is reasonably diverse and exotic, both in its people and in its geography. I'm willing to bet they'll adapt Madagascar as a region some time in the future.

They've alternated between Europe and America since Gen V, so my prediction would be non-European. Not sure anywhere else in America is likely (California?), so maybe India or Brazil, then Italy or Scandinavia for Gen X.

Not to mention that Pokemon, or console game culture in general is non existent and impossible in Russia (pirate PC format gaming rules due to widespread poverty and even that's somewhat niche) so there would really be no finacial incentive for Nintendo to do so.
