are there any mainline games that have legendaries that aren't overpowered? i want to use some legendaries for fun but i don't like steamrolling the game

Use Regirock/Regice/Registeel in a gen 3 game, they aren't overpowered at all.

Most of the lesser legendary trips are pretty good for in game without being overpowered. Genies, Terrakion, Azelf, Zapdos, and Raikou are the major exceptions. Cresselia is too late game but is weak enough for in game purposes, same with some of the mew type ones who are pretty mediocre by late midgame and skirt by on gimmicks. Dog form Zygarde is definitely on there as well. Base kyurem also kind of sucks but has the stats to brute force in game teams who lack strategy

i wonder if you were intended to use legendaries when game freak were designing them. at first i thought the answer was a definitive "yes because you can catch them," but their stats/moves tend to be ridiculous and its almost silly to be able to command something so strong.
