rather, it can be adopted in western cartoon but only by shows that are heavily inspired by japs, and even them end up doing the recipe infinitely better than japs ever could (see ATLA for example, toph being a tsundere (but a realistic one instead of some pink haired retards that steps on the MC's face all the time) or zuuko being a kuudere, but still acting like a real human being instead of whatever the fuck japs end up going for)
it's about quality control, the shitty shows on both ends are shit on that front, but the good anime are still shit at it while good western shows depict good and interesting characters, and funnily enough it's kind of due to what you typed in your post; anime and video games are intrinsically made for children in the jap's mind, so they unironically don't bother giving them the depth an adult would require to enjoy them because they can always cope with this excuse; "who cares if my character isn't realistic, it's a manga/video game character! it's made for kids anyways!"
pokemon is just absolute garbage at depicting characters overall, and that's mostly because it's stuck in japanese hands
