They were just lazy and needed an excuse to shove all the legendaries not available in XY into the postgame so that you could complete the Dex using only Gen 6 games. Similar to Ultra Wormhole Legendaries in USUM, Dyanamax Adventures in SwSh, and Ramanas Park in BDSP.
