PLA went with a 7/2/5 starter lineup - all had story reasons to be there but
1) Rowlet was the previous gen's most popular starter along with Litten (at least Incineroar was heavily promoted anyway)
2) Cyndaquil being from Johto was obtainable from Gen 4's remake pair of course and Johto is closely tied with Sinnoh
3) Oshawott was from Gen 5 which followed 4
Unova Legends, if it followed a similar pattern would go with something like
1) Grookey or Gen 9's Grass starter (previous popular starter that wasn't endlessly shoved down our throats; BW remakes prob won't come next gen)
2) Torchic - Gen 5 had some ties/parallels to 3
3) Froakie? I mean maybe he deserves some love seeing as it looks like he'll miss a whole gen of obtainability
Could mix up the typings slightly as well and go with Chespin/Scorbunny or Gen 9 Fire/Mudkip. Chesnaught and maybe Cinderace are the easiest to turn into American football players or some shit.
