A lot of thrown Poke Balls bounce off of wild swimming Pokemon as if they were Alphas that could deflect them, or if they were aggro'd, despite being neither. Many of the traditional capture strategies fail because they notice Ride Basculegion from, like, a mile away. Swimming slowly, baiting with Berries/Food. Back Strikes may as well be impossible. The "bullet time" mechanic is not particularly useful, either.
Try making use of Feather/Wing/Jet Balls. Close the distance between the target and yourself to a reasonable degree, aim carefully, (dip the crosshair into the water just a bit if the Pokemon is smaller, be your own judge) and do not jump. Securing aquatic Pokemon through this method has been easier compared to others. Also cute picture.
