If you actually read NPC dialogues in Johto and Kalos games you will know Bill, who is related to the kimono girls, has a little sister (or was it a cousin? Don't remembr) with "weird eyes", and that Valerie, the Sylveon user with a weird fashioned kimono, comes from Johto. It's basically implied Valerie is this weird girl who grew up looking at the kimono girls, trained her own Eevee, evolved it into Sylveon and moved to Kalos to become a Fairy Type gym leader. I think OP idea is that she's the weird cameo of the game like Mina in Let's Go

There are plenty of non-Johto mons there anon. Also yes, the gym leaders of Johto, should probably realistically have Johto Pokemon if there are enough. There is no reason for some of the gym leaders to not have certain Pokemon, for instance Pryce with Delibird and Jasmine with Skarmory. Zero reason.

My one complaint is having no Heracross in the main game. I can understand leaving Bugsy's Scyther but either Chuck or Bruno should have it so that it can be registered to the dex. Maybe replace Chuck's Machoke so you don't have that overlap.

Scatter some Baby Pokemon like Munchlax and Mime Jr around so we don't have to mess with Incense.
