regardless, the entire Zodaic theory is flawed because the main quote used to support simple said that the creator wanted to have representing the Zodiac somewhere in GCS, starters aren't mentioned anywhere. Meaning even if the zodiac theory is true it doesn't have to be the starters. They could easily consider Rapidash to to the Horse, and even then nothing about the quote even mentions fire types.
