Because if they create them as NPCs, then its 2 less designs they have to do. Guaranteed you'll fight exact same trainers on Route 1/2 that are just them but "customized".

I'm guessing because you probably will be a student at a Pokémon school for most of the story. It allow Game Freak to seamlessly integrate the maximum amount of handholding and railroading possible

I miss the days when you couldn't customize the pokemon trainer because they really had to make the designs could BECAUSE you couldn't customize it. Now, it feels like they're made as generic as possible to push the customization.

it'd honestly be pretty fun if the game begins as school breaks up for the summer, so you start in school uniform and then switch to holiday clothes.
