further proof that gamefreak was expecting Legends to flop. Expect gen 9 to drop most of Legends had because it was intentionally designed to fail.

Contingency planning is just smart business, I don't think they were expecting it to flop but knew that changing the formula so drastically posed a lot of financial risks, which seemed to have paid off at least in the short term.
