I personally believe if it's close enough it's close enough.
I don't see the point in arguing things like Charmander not being a dragon because it's a salamander.
Or charizard not being dragon because it's fire flying.
If the crocodile stays a crocodile, then that's that.
But if it turns into a basalisk, or a quetzalcoatl. With it being obviously snake like. I'd count it as zodiac.
The arms could come down the deciding factor. But snivy had arms, so did serperior. So it's hard to tell until we get the full forms.
Hell it might even become a Naga. I'd count that to.
