I think the site implied that they're only obtainable through HOME. They can come up with any random reason they want to make them exist in other regions.

There's no reason why Kleavor, Ursaluna, and Wyrdeer can't be in future games as normal evolutions, as well as white-stripe Basculin and its evolution.
