They made the starters be more likely to be male so it's harder for people to just breed the shit out of the starters and prevent them from being too common among the population of actively trading kids back in the day.
Of course this is all invalidated by all the "new" ways to trade through the internet, both the female starter you're looking for, or just a straight-up 6IV Ditto, so leaving the gender ratio like that is just kinda dumb.
On that note, I'm still waiting for the eventual possibility of them merging the two Nidoran lines together, but I don't think they'd ever do that since their stats are so different. could at least merge the two Nidoran together and combine their stats, but make them have a split evo, IDFK.
