They have to eat, they can consume souls but are also shown to be able to eat physical food like berries, they can breed and produce offspring, they can die like the example in the OP and become spirits.
In Pokémon objects possessed by spirits also become living beings like yamask and phantump. If you read their entire they use words like "a Pokémon arose from this spirit" or words like reborn, the pokedex never states they're spirits. The Pokétoon short with the gengar and other ghost Pokémon had the gengar tell the girl turned gengar that they're Pokémon and not ghosts. The kids in that short stopped being afraid once they found out they were ghost Pokémon rather than ghost. Mimikyu doesn't scare people but in the anime people were mortified of mimikins, the ghost of a mimikyu.
