Other artists view them as being one and the same. In some circles, USUM's Male Protagonist is named "Ray", which contrasts one of Elio's other common names: Sun. Same goes for the female protagonist(s) of the game, Selene/Moon (SM), and "Ailey" (USUM).
Other protagonists experience a similar split in the fanbase. Red (RGBY), for example, is occasionally depicted as being different from Red (FRLG). Likewise, Gold (GSC) is sometimes seen as being independent of Ethan (HGSS), and is typically one of the more common "split" characters. Ultimately, it is up to each individual to interpret the various protagonists as they see fit.
