Gamefreak started pandering to both male and female players very early on, way ahead of its time compared to other video games. It's a big part of their success. Since the 1990s, female gamers have commonly been regarded as a minority, and yet GF made sure to include characters like Wallace Steven and N, who don't offend anyone and yet have an ear blasting fanbase of female players who throw their money at GF.
With his redesign they maybe went a bit too far in the offending direction, but then again there are characters like Lopunny and Skyla, who're just as sexualized. I see no problem, just a company who gives equal amounts of fanservice to both male and female (or gay) players.
