99% of Pokemon NPCs are like this yet people only bitch about it for XY. Why do I never see threads whining about how Bertha is boring and has missed potential? All it tells me is that XY isn't actually forgettable and people are perpetually seething about it.

It's a problem when being boring is a problem that even story-relevant characters have, like the rivals, main villain, and Champion. AZ is the most interesting character in those games, and he has like less than five minutes of screentime.

Later games attempt an emphasis on story that the older games didn’t, so people hold the characters to a higher standard
People like Bertha because she had a cool team with Hippowdon and Rhyperior. She was a fine video game boss because that’s all she was meant to be. People remember Glacia for snagging cheap instant kills with Sheer Cold.
Malvasia was clearly meant to be more than she is, so she’s a forgettable blemish in a rushed game. People don’t want to think about an eyesore
