I think Gamefreak got wind of this during Gen 4 considering Infernape's and Emboar's design and being based on Chinese folklore, it just so happened that Cyndaquil sorta fitted the mouse quota (He's the mouse pokémon, after all, and even if he does not look like it, Pikachu is also supposed to be a rat and yet he looks more like a rabbit)
