Because Japanese kids are insecure, aloof, and bumbling retards. Its the same reason the games became linear and easier over time, because Japanese kids were too retarded to get through Rock Tunnel and Mt. Coronet.

Took me 2 weeks to get across Rock Tunnel by just bumping into walls and hoping I'd find the exit eventually. I had missed the Flash HM, but I persevered anyway.

It's because they added the option for a female protag and didn't bother to make the two protags distinct from each other.
Also the one you don't pick usually becomes a npc so they just went for a personality that fits both genders.

Gen 2 was initially male only. Crystal added a female gender but Krys wasn't an NPC. Also Ethan has a pretty fierce expression in Gen 2 art.
Gen 3 added the opposite gender as an NPC but I'd still say both May and Brendan look in terms of outfit ready for difficulty terrain and exploration even if their expressions are blander now

Gen 4 ruined it because Lucas and Dawn both look like random kids instead of trainers equipped for battle and exploration.

He had to be aged up a little to differentiate him from Leaf whatsoever since they're sameface. They needed them to look a bit older to give Leaf decent tits and ass so she wouldn't be mistaken for Red just in a different outfit and she still gets called Red in drag. Imagine if she had a body closer to a typical 11 year old
