Worldbuilding, story, and characters, while not meaning the same thing, should always be judged together in my opinion. Because they affect the game in a very similar fashion I believe.
On whether gameplay is more important than worldbuilding or not, that really depends on what is the focus of your game, and your targeted audience. One can matter more than the other based on that. But for me, I tend to enjoy games that focus on good gameplay more. Although I can still enjoy some visual novels lmao, so it's not like it's absolutely necessary for a good game.
"Focus" is the key word. You need to choose a focus and make sure it's of high quality, instead of half-assing multiple things.
