He is responsible in that he approves the ones he doesn't design himself.
Also is in charge of the overall aesthetic, things like color choices and design elements in the npc trainers and buildings, so on.
Bullshit like the weird purple filter that is everywhere in SwSh fall on his shoulders.

And even that's a role that's likely fulfilled by the old guard between Masuda, Sugimori and Taijri, I can't imagine them deciding a Pokemon's a Pokemon without Taijri's blessing given Japan's Respect Your Elders culture.

His job is Sugimori's old job. Look at the designs the other artists submit to him, tell them what needs to be fixed/changed before the design can be approved.

No he doesn't. In SwSh another employee was the Pokemon design supervisor and Sugimori was a lead supervisor too.

Turner worked on the design of the game's world and setting and the graphical effects and presentations, 70% of the game itself, but the characters and monsters (aka the marketable and important part) were not left in his care.
