Greninja was chosen based off of concept art and what TPCi wanted, and by the by, Greninja wasn't even really shilled until around 2 years after XY's initial launch, where Ash-Greninja became a thing and it's pushes went into overdrive.
This point also makes no fucking sense because you, yourself, are saying Decidueye got more promotion and is currently still getting prmoted, so shouldn't Incineroar have been off the table.
Also, Mimikyu, Lycanroc, and Rowlet OBJECTIVELY got pushed more. This isn't even a matter of debate, Lycanroc got it's own special snowflake form in USUM just so Ash could get it for fucks sake. The Litten line's "shilling" was fucking pathetic compared to every singnle Alolan mon that's been mentioned thus far. Still waiting on all that juicy pre-release Incineroar exclusive merch, by the way.
