Pikachu Pop Star, Pikachu Rock Star and Pikachu Libre already were added to Pokemon GO. Theoretically, if Niantic adds other four, and ILCA updates Pokemon HOME to made them available to transfer, we could get them from GO to HOME.
Yeah, it's not the same as getting them from HGSS and ORAS (and cheated XY/ORAS), but it in the area of probability

Spiky Pichu doesn't exist in any newer game, EF was a cutscene 'mon, spastics think was supposed to be distributed (hint: They NEVER withhold events from Japan, unless they're being withheld from the whole world, that they didn't have a dummied-out in-game event to give it o the playe proves they never intended to pass it on) and dress-up 'chu got replaced by hatchus, which were a better way to celebrate the 20th anniversary than a cumskull obsession.

Gen 7 added a new sprite for it.

Delusional. It had a signature move, unique base stats, and even got a dex entry AFTER in Gen 7.
