I thought spicy food was more of a latin american thing, whereas spain's cuisine was more about seafood.

While true, you also have to realize that Spain doesn't put nearly as much chilis and spices into their dishes as their latino counterparts do.
For Spain, it's more about shrimps and fish and other seafood.

When we look at trends like this is best to take the most recent games into account since that reflect the current mindset of gamefreak / TPCI.
All the Galar starters were all based on British things.
The Hisuian starters were all based on Japanese things.
The localization team (who have seen the final starter forms) chose to give the staters overtly Spanish sounding names.

It needs to have a human occupation that matches the region. I don't like it, but this is the reality now. The animal it's.based on is fairly arbitrary/ secondary. But I doubt they want it to have too much to read into on a starter.

Incineroar is a Tiger-man wrestler
Cinderace is a Rabbit-man soccer player
Fuecoco will evolve into a Crocodile-man of some profession. Maybe a chef if you want the pepper motif, but still primarily an extremely anthropomorphic crocodile

Spanish cuisine is seriously underrated. Probably because most of it you won’t find as a fancy dish on a restaurant menu like French cuisine but as tapas in a smoky Spanish bar.

You must be the same type that thinks Arabs, Turks, and Persians have the same cuisine as Pakistanis and Indians.
