I totally get that it would be "soul" (calves are cute), but it would also just be an unnecessary step. You'd be evolving the little thing to either mon sooner or later anyway.
I would be more accepting if the first stage had a third evolution, but I'm pretty cautious about those too, considering the previous attempts.
I don't know, maybe they could give Tauros and Miltank something unique (moves, maybe?) depending on how you raise the pre-evo?
