Hi, call me SVSider, I'm here for new information I have received from those working on Scarlet and Violet. First of all I would start talking about the development of the titles, this started a few months after the release of Sun and Moon on 3ds, at this time of pre-production the project had the code name Stars because thanks to the new hardware they wanted to aim high by evolving the formula of the Pokémon brand. The creatives were thinking of different alternatives to modernize their games, but the only one that was approved was the desire to create a couple of open world titles, a choice that at the time, however, according to the bigs was impractical given the few animations of the pocket creatures and given a further motivation that we will see later. Since then Gamefreak and Creatures Inc. have worked hard on a long process of refining the 3D models and the attack and behavioral animations of the various Pokémon; these, however, were not used in the 8th generation games as they were not very refined at the time of the beginning of the development of Sword and Shield, titles that according to Gamefreak were essential to accustom players to a world and gameplay with a free camera; this last statement is precisely the second reason why 8th generation titles are not open world.
