Every cartoon can be traced back to being inspired by something from the 50's. That does not mean every cartoonist is inspired by Looney Tunes or Fleischer.
If someone designed a monster and said it was inspired by Bigfoot, you don't say, "Well clearly you were inspired by the gorilla because Bigfoot is inspired by a gorilla suit".
It's plainly obvious they made Ho-Oh with full intention as being a phoenix, not a peacock. Just because phoenixes have traits that originate from peacocks does NOT mean the artists were making Ho-Oh with a peacock in mind. They were making him with a phoenix in mind. The fact that they downplayed Ho-Oh's tail to not be long, wavy, and colorful further suggests they put most emphasis on him being a fictional phoenix than him looking like a peacock.
