Dragon types used to be about having the qualities of a legendary creature and having a mystical aura + being powerful, it's a far more subjective typing. This is why Dragonite is Dragon and Charizard isn't. Flygon is a desert spirit, Salamence gained the ability to fly out of sheer desire and willpower, Altaria is a mystical songbird with wings made of clouds.
