I'd say if I were to declutter the design a bit I would get rid of the jewelry, make the necklace a gold band and the serpent crown just a gold gem like weavile. Either get rid of the bandages or get rid of the robe tail, there's too much flowy shit in that area. Personally I'd make the bandages a tail that it coils around itself and can use to snare opponents. There's too many lines in the ears, simplify it down to 3 or so. The headdress is fine I guess, and the face isn't any more egregious than something like Lucario.

If you are removing the snake head from the uraeus you might as well just drop the horn entirely. Like the more golden look you gave it. The eyepaint/markings should probably have stayed black, and the neck ring should probably have a metallic sheen.
