lucario's steel type can really only be explained by its original obtaining in iron island as a riolu, which could be taken as its environment affecting it as how we see it happen with the regional versions. a case could be made for it having an iron will/steely spirit but i think that's a reach
if anything a regional evolution for riolu, possibly the true one, could be a possibility. though as a shillmon I don't know if GF is willing to risk it. raichu got an alola version but pikachu stayed the same for, I assume, that same reason
