Pre evos could give new moves or even viable pokemon depending on stats, abilities, etc. They could appear earlier and evolve very late, giving more options for low level rare pokemon. There could be split evos or more unique evolution methods. You could breed them potentially.
I know that it kind of ruins their status as legendary, but I'm not really a huge pokemon lore guy anyway so it doesn't bother me.
